The competition will be held in four federal districts: the Northwest, the Volgian, the Far-Eastern and the Siberian.
Entries are solicited from organizations based in St Petersburg, Leningrad Oblast, Arkhangelsk Oblast, Vologda Oblast, Kaliningrad Oblast, Murmansk Oblast, Nenets Autonomous Okrug, Novgorod Oblast, Pskov Oblast, Republic of Karelia, Komi Republic, Kirov Oblast, Nizhny-Novgorod Oblast, Perm Krai, Republic of Mordovia, Republic of Tatarstan, Chuvash Republic, Amur Oblast, Primorsky Krai, Republic of Sakha (Yakutia), Khabarovsk Krai, Irkutsk Oblast and Altai Republic.
The competition will continue expanding its reach; for the first time, it will be open to organizations from Perm Krai and the Altai Republic.
The invitation is extended to non-profits, including federal, state and municipal agencies with hands-on experience in sports and/or education; local government agencies.

The deadline for competition entries is 17:00 (Moscow time) 30 April 2019.
Minimum funding per project is 1,500,000 roubles. Each organization can only enter one project. The competition sponsored 86 projects over six years. Practice has shown that projects that won the competition have managed to significantly improve the local hockey infrastructure.
