15 January 2019 is the start of the 4th all-Russian sociocultural projects competition of the Charitable Foundation of Elena and Gennady Timchenko called Cultural Mosaic of Small Towns and Villages.
Cultural Mosaic of Small Towns and Villages is a large-scale federal programme to support sociocultural initiatives in Russian provinces. The programme’s mission is to support sociocultural projects designed to rally and inspire local communities in Russian towns and villages to form centres of creative attraction to fuel the long-term growth of small communities. The 2019 competition will be the fourth.
The competition is open to project teams from towns with a population of up to 50,000 and villages anywhere in Russia. The entry deadline is 4 March. Semi-finalists will be shortlisted by expert panels and named 27 March. They will attend a series of project improvement tutorials. The competition winners will be named 15 May. The projects of the finalists of the 4th Cultural Mosaic of Towns and Villages all-Russian competition will be implemented between 1 June 2019 and 30 June 2020.

“We are convinced that cultural initiatives can become growth drivers for local communities and transform them. Our experience has shown that sociocultural projects are capable of bringing together people in towns and villages, involving them in joint activities and in so doing facilitate the creation of a favourable living and working environment. We resolved to hold in 2019 the fourth Cultural Mosaic of Towns and Villages competition because we can see that small communities have people who want to make the world a better place. It is them that we want to support,” says Yelena Konovalova, head of the Culture programme at the Timchenko Foundation.
The Cultural Mosaic of Small Towns and Villages programme has been run since 2014. Over that time the Timchenko Foundation has sponsored more than 320 initiatives in 65 Russian provinces, with the total grant pool exceeding 160 mln roubles.
