The Family and Children Programme is aimed to enable every child to live and be brought up in a family. In the first instance, we promote preservation of children in their blood families. We also help to ensure that children left without care of blood parents find a new family and grew up as independent and thriving boys and girls. When forming the program, we rely on the results of research, expert opinion and evaluation of programme activities, including participatory assessment involving children. We focus on foster parents: improving their parental competencies and providing quality consultancy support.

Support for regional organizations willing to improve their professional skills and learn from the best practices of their acknowledged colleagues. Work with foster families in the Villages — compact settlements in the Russian regions.
Children should grow up within a family; but, unfortunately, not every parentless child can be adopted and, for some children, the professional foster family is the best kind of family arrangement. We regard fostering to be an important constituent part of the overall system addressing the needs and environment of an individual child. We believe that the foster family combines love with professionalism.
