In speaking at the section focused on healthy ageing and active senior lifestyle, Melita Vujnović, the WHO's envoy to Russia, said that the European population was ageing fast and that the fight against dementia was emerging as a priority. According to her, it is important to not only create a congenial environment for older people so that they can stay healthy and on their own for longer and keep an active lifestyle, but also to set up coordination between all stakeholders in the care system, including the elderly themselves. The municipal authorities often put up resistance, not realizing what an economic boon the concept of active senior lifestyle would be. A hostile environment is conducive to a higher incidence of injury in seniors. The burden of subsequent treatment and care falls on the shoulders of family members, who are forced to take time off work, claim sick days and spend money taking care of their relatives, and on the government, in the form of direct costs of public health service. The costs of treatment are well in excess of the costs of improving the environment. By investing into a comfortable environment for the senior citizenry, we lay the groundwork for global well-being, added Vujnović. Lilia Ovcharova, a deputy rector, VShE [Higher School of Economics (HSE)] NIU [academic research establishment (ARE)], compared the hike in the retirement age to a divorce, which can certainly be an emotionally charged event, but does not always lead to adverse consequences. Active involvement of seniors in social life leads to a longer and better life and is of major importance for the social systems and the economy; such reforms, however, must take place gradually and include preparing people for the changes. According to her, milestones on the way to an active senior lifestyle can include support for mental health, expansion of coverage under the OMS [compulsory medical insurance (CMI)] policy, further education for older people, development of social ties and digital training. According to Anastasia Lazibnaya, the founder of the Baba-Deda.ru federal portal for the elderly, once they retire, people drop out from the social scene, and it would do them good to take up an activity involving handcraft, yet programmes to support such endeavours must be honest and disclose the risks to the people. The best practices of the Help Is at Hand non-profit coalition were reviewed at the section called “Civic solidarity and the lessons of the pandemic”. Tatiana Akimova, head of the Third Age alliance, which joined forces with the Timchenko Foundation in initiating a concerted effort to help the

, said that the coalition members had helped 81500 elderly people and identified 4000 seniors living alone who needed help but were not on the radar of social services. The coalition's activities made it possible to see that people were of the same mind and ready to join forces in order to help seniors, and the non-profit sector can be relied on in a crisis. The coalition's cause was taken up not only by the organizations that were in the business of providing elderly care but also by local councils, capable of marshalling neighbourhood communities to locate “invisible” seniors who also needed support.

Solidarity is the new normal
Nobody knew what to do, but we tried to recruit as many non-profits as possible to help the

We succeeded because we were in touch 24/7, thought about how to better help those who self-isolated at home, promptly responded to questions from members of the coalition, and found the best solutions together. I am confident that the Help Is at Hand participants will continue having a major impact on the development of the elderly care and support system

In Slovenia, the official representatives of home care services, informal caregivers and volunteers are all part of an integrated care service network. A one-stop service has been set up. Should a senior citizen ask a person for help, an assessment is made as to what help can be provided and by whom. According to the participants of the session entitled “Great potential of local communities: family, neighbours, block of flats”, to find a comprehensive solution that works, it is necessary to teach new competencies to children, physicians and teachers, developing educational and training content and bring together the government, local communities, non-profits and the elderly, promoting cooperation in the framework of long-term care. The development of the long-term care system was another subject that generated a lot of interest with the participants.

Annual report 2018
On the International Day of Charity, 5 September, the Timchenko Foundation presented its 2018 report. The annual report collates and summarizes the foundation's analytics and financials, with the spotlight on the performance of four strategic programmes. The 2018 report gives the foundation's performance figures over three years; it lists the results of the foundation's in-house and sponsored projects. This makes it possible to estimate actual performance. The foundation runs a large-scale operation and assesses it within a wider social context, reviewing the challenges and issues facing it. A separate section of the report discusses case studies for each programme, which show the human effect of the projects sponsored by the Timchenko Foundation. A new feature of the publication is its artwork concept, which fuses artist's impressions and infographics with in-house stock photographs. As is traditionally part of annual report preparation, the Civic Chamber of Russian Federation hosted public hearings, attended by 60 experts from the not-for-profit sector. The published version of the document has taken on board comments and suggestions from the hearing participants. The Timchenko Foundation's 2018 budget totalled 875 mln rbl.; 544 projects in all were sponsored to the tune of 794 mln rbl., of which the Culture Programme accounted for 347 mln rbl., the Sports programme - 266 mln rbl., the Family and Children programme - 94 mln rbl., the

programme – 87 mln rbl. Administrative overheads correspond to 9% of the budget. Percentage of projects implemented in small towns and villages: 72.5%. : Programme Implementation” discussed the package of issues related to the needs of the elderly, generational evolution of their needs, as well as a set of economic and social challenges to improving the quality of senior life. The session was moderated by Maria Morozova, managing Director of the Timchenko Foundation. When opening the session, she presented the UN's forecast of 9 billion people living on Earth as early as 2050, 2 of whom over 60 years old, with the over-80s being the fastest-growing demographic. “For the first time in history, global population growth is driven by increasing life expectancy, and this is probably the fulfilment of the dream of a longer life,” said Maria Morozova. “Ageing and old age are what is in store for all of us, and the way people are ageing in Russia today affects the way society and the government are perceived not only by the current generation of the elderly but also by the younger generations.
